ew8bak a2a12a0d24 build(installer): в дистрибутив кладётся libopus

Web-интерфейс кодирует звук в Opus и декодирует им же микрофон браузера,
а грузится библиотека динамически (LoadLibrary в WebServer.LoadOpus), поэтому
без DLL рядом с ewsdr.exe web оставался немым — теперь на странице об этом
хотя бы честно написано, но саму библиотеку надо ещё и доставить.

EWSDR

Russian version

EWSDR is a cross-platform SDR transceiver application for OpenHPSDR and PlutoSDR devices. It is written in Free Pascal using Lazarus and supports Linux, Windows, and macOS.
